Collaborative Contracting Could Re-energise Singapore’s Construction Recovery

Singapore’s construction sector is showing signs of strength and stability into 2023, having risen 10 percent year on year in the fourth quarter of 2022 following an 8.1 percent growth in the third quarter. Greater investment in collaborative contracting could be key to building further on the current rate of recovery, according to Turner & Townsend’s Singapore Market Intelligence Report: April 2023.

 

The global professional services company expects this growth to continue, forecasting total construction demand to be between S$27bn and S$32bn in 2023. Despite challenges and uncertainties, the construction industry will likely outpace the wider economy this year.

 

Pent-up demand for public and private construction is one of the factors driving the success of Singapore’s construction sector. The bulk of anticipated construction work in 2023 is for residential,  commercial, and infrastructure projects, with a robust pipeline of both public housing as well as private residential developments resulting from previous successful en-bloc transactions and government land sites sold in 2021 and 2022. Commercial construction demand is also expected to ramp up in 2023, including the redevelopment of old commercial premises to enhance asset values and the recommencement of major projects that were halted during the pandemic.

 

Singapore’s government has also set out refreshed infrastructure priorities, with the 2023 budget laying out a plan for some key construction and infrastructure needs that point toward a more consensus-driven approach. There are several measures broadly aimed at increasing productivity, such as the S$4 billion National Productivity Fund top-up, the new Enterprise Innovation Scheme, and the S$1 billion boost to the Singapore Global Enterprises initiative.

 

The local construction sector has room to grow but remains vulnerable to global challenges such as high inflation and rising interest rates. This uncertainty has resulted in construction costs remaining high despite a year-on-year decrease in prices for steel bars (13.9 percent) and concreting sand (1.7 percent), holding back a rebound in other types of construction projects. While the industry’s performance is steady, it has the potential for further growth if major players can take tangible steps to overcome the challenges and if delayed projects resume.

 

Considered together, these factors call for more investment in collaborative contracting. This inclusive approach, advocated by Turner & Townsend and other industry players, creates value through closer consultation among stakeholders and has the potential to re-energise Singapore’s built environment beyond its current rate of recovery. Implementing collaborative contracting practices takes time and requires trust from all parties from the start. Singapore’s government is already encouraging this, with the Building and Construction  Authority recently refreshing the Built Environment Industry Transformation Map (ITM) to combine the previous Construction and Real Estate (Facilities Management) ITMs into a single map focusing on a value-chain approach.

Procore Launches Digital Transformation Program with the Philippine Constructors Association to Upskill Local Construction Workforce

Procore Technologies, Inc., a leading global provider of construction management software, and the Philippine Constructors Association Inc. (PCA), have signed a Memorandum of Understanding (MOU) to launch a PCA Digital Transformation Program in the Philippines. This partnership aims to extend the network of technically-skilled professionals in the construction industry and is expected to upskill up to 150 PCA members in using Procore’s construction management software in 2023.

 

“The construction industry is slow in keeping up with the advancement of technology – not for the lack of technology solutions, but rather a skills gap in using the technology. Providing the necessary tools and training is critical in moving the entire industry forward into a more productive, efficient and safe environment to work in. Procore is excited to be a key player in accelerating the digital transformation journey for the construction workforce in the Philippines,” said Bruce Wells, Vice President of Asia, Procore.

 

According to the Procore How We Build Now 2022 benchmark report, construction firms in the Philippines understand that digital transformation is vital to overcome challenges in the industry, ranging from the increasing cost of raw materials and equipment, and maintaining safety, to improved productivity and staff management. In fact, the survey found that Filipino construction professionals recognise the benefits of construction technology, in particular the reliance on human labour (55%), the ability to handle more projects (54%), and resource efficiency through less rework (53%).

 

To kickstart the PCA Digital Transformation Program, PCA identified nine individuals from its partners and member firms who will first be trained by a Procore strategic product consultant on the Procore platform.  Following the training, these selected PCA members will then be qualified to serve as trainers that will lead technical workshops for the rest of the PCA members. PCA members will receive complimentary access to the Procore account and will undergo technical workshops on project management, quality and safety and more. Upon concluding the workshops, the members will complete online certification courses which validate their knowledge and expertise in using the Procore construction management platform.

The site is a prime seafront plot with sweeping and unobstructed views towards Ha Long Bay, the World Heritage seascape that is one of Vietnam’s biggest attractions. The ground-level retail is designed as free-standing pods, representing the iconic karsts of Ha Long Bay. The design allows for porosity and accessibility from all sides, as well as the natural sea breeze to permeate the retail space. Drawing inspiration from the undulating flow of sea waves, the façade design depicts a curvilinear figure, allowing the complex with a frontline sea view to seamlessly coalesce with the natural environment while creating a dynamic and upright architectural form.

The undulating façade is created by varying the lengths of the angled windows, resulting in a series of waves that expand and constrict when these windows are stacked on each other. With full-height glazing, its undulating façade is a nod to waves along the seafront, capturing the breathtaking beauty of Ha Long Bay.

 

The essence of the project lies in maximising the breathtaking views for all of the rooms. By allocating the majority of rooms towards the orientation of the vast islands while the rest of them look towards the serene bay and majestic mountains, the project creates panoramic vistas for every room. The building mass has been strategically cut into slightly cascading vertical columns, allowing more room for unobstructed views of Ha  Long Bay. The development also enjoys a strategic location that ensures high visibility from the city and the bay and marks the development as an iconic centrepiece in the area.

Geo Connect Asia & Drones Asia 2023 Confirm Their Status as the Leading International Event for the Region’s Geospatial, Intelligence and UAV Markets

The third edition of Southeast Asia’s flagship geospatial and location intelligence technology trade event, Geo Connect Asia (GCA), successfully concluded its two-day run on the 16th March 2023 at the Marina Bay Sands Expo & Convention Centre in Singapore. GCA 2023, co-located with the first edition of Drones Asia and held in conjunction with Digital Construction Asia 2023, hosted in-person 2,494 visitors from 53 countries; 24.5% of the visitors attended from outside Singapore.

At the opening ceremony, SMS Khor witnessed the signing of a Memorandum of Understanding (MoU) between the Singapore Land Authority (SLA) and the Container Depot and Logistics Association (Singapore) to use geospatial data to route heavy vehicles more efficiently and safely. An Intent of Collaboration was also signed between SLA and the General Authority for Survey and Geospatial Information of the Kingdom of Saudi Arabia for both countries to exchange knowledge and experiences regarding the use of geospatial technology. In addition, SLA announced a pilot project with SG Enable and Gardens by the Bay to map barrier-free routes for wheelchair users.

 

“Going forward, we will continue to experiment on using geospatial data sets in novel ways. We will deepen our own geospatial capabilities, broaden our partnerships, and continue to mainstream geospatial in businesses as well as in sustainable development,” said Yeoh Oon Jin, Chairman, Singapore Land Authority.

 

Visitors also witnessed the official opening of the first Drones Asia, a dedicated drone-technology show jointly launched by Montgomery Asia, the Association of Aerospace Industries (Singapore) (AAIS), and Gold Sponsor Inmarsat. This highly anticipated event was devoted to the region’s growing Unmanned Aerial Vehicle (UAV) ecosystem, capturing the commercial demand for airborne, unmanned, and ground-based solutions. 

 

This year’s Digital Construction Asia 2023 was also an exciting platform for the introduction of cutting-edge solutions for the built environment – including AI, BIM, blockchain, IoT, and visualisation technologies.

Archidex 2023 Focuses On The Future Of Architecture

Malaysia’s most established trade exhibition for the architecture, interior design, and building industry returns in July as a catalyst of growth for the country with a focus on sustainability, future architecture, and wellbeing.

ARCHIDEX, the Asia’s Leading Architecture Business Event is set to reopen its doors this 26 to 29 July at the Kuala Lumpur Convention Centre to welcome the biggest industry gathering of the architectural and building community, professionals, business and trade players.

Jointly organised by the Malaysian Institute of Architects (Pertubuhan Arkitek Malaysia – PAM) and C.I.S, ARCHIDEX is an official event of the annual Kuala Lumpur Architecture Festival (KLAF) that features a robust exhibition and marketplace, the concurrent PAM DATUM Conference, Forums, Trade Talks, Industry and Association Meetings, Business Matching Programmes, Networking Sessions and Awards for industry recognition.

Across the four days, the event has been slated to convene up to 36,000 visitors from close to 90 countries to attend exhibition and conference that is expect to close up to RM800 million worth of business transactions.

C.I.S President and Joint Organiser, Dato’ Vincent Lim during the ARCHIDEX Preview mentioned that the Business Events industry is in full swing and has become a highly competitive field: “We’re expecting over 550 local and international exhibitors from 12 countries and regions including Malaysia to occupy 1,400 exhibition stands across all 10 exhibition halls”.

DPR Construction Built Curtin Singapore Without Meeting Multiple Stakeholders In Person

DPR was awarded the contract to fit out 5,000-sq.-m. of existing space for Curtin Singapore. This is a Singapore-based campus for Australia’s Curtin University.

The challenge for DPR was the project deadline which was only 114 days away from completion. This was compounded by the fact that many project stakeholders were based nearly 2,500 miles away in Australia. Therefore, keeping alignment among project partners was a key challenge to the schedule.

Richard Kimber, DPR’s managing director for Singapore and Southeast Asia, said: “For this project, time and information sharing were key challenges.  We also faced supply chain issues as well.  Managing any issues that came up with providing progress reports in a timely way was vital to the completion of the project”.

The solution to the project by DPR was using a tool at hand in a new way: the use of Matterport to capture immersive 3D models of the space in real-time as the project progressed.

Mr Sean Hillier who led the DPR’s project team, said: “Matterport is a tool we have used in a variety of applications for 3D modelling as part of our virtual design and construction efforts.  It was designed to do that and we thought may be this can be applied to solve our communication challenge”.

The team provided 3D scans of the space as weekly visual updates to keep remote customer stakeholders informed on progress throughout the project. Stakeholders from the school as well as from Navitas which is a leading global education provider, could virtually walk the spaces with DPR’s team nearly in real-time, as opposed to a 1-2 day lag time with a more traditional approach. This also means faster discussion of design and or operational challenges arising from Covid-19 as well incorporation of systems to support hybrid teaching platforms.

Mr Hillier added: “The scans allowed the clients’ remote stakeholders, many of whom are unable to visualize layouts from design plans, to view controllable walkthroughs and provide spatial awareness, in order to better understand and implement the project if needed. This also enabled operational and construction changes within the earliest possible timeframe”.

The client felt much more informed about how the project was progressing and was able to bring even more stakeholders to the table to have input that would be normally feasible. This is especially notable as virtual design and construction (VDC) tools are not yet widely adopted in Singapore especially for interior projects.

Mr Kimber commented: “We are pleased that the project was completed on schedule and under budget. The creative use of VDC tools is instrumental in any construction project type and this project has proven it”.

DPR’s scope of work for this project included advanced mechanical and structural works (internal stairs and slab opening), partition, ceiling and floors, floor finishes, joinery, loose furniture signage, AV and teaching aid technology, and associated MEP works. All of it will support a new space spread across three floors in an existing building that includes classrooms, office space, a seminar room, a library, collaboration spaces, IT labs and nursing labs. DPR’s team worked nearly 70,000 worker hours over the course of the project without incident.

Elle Decor Duplex Penthouse Unveils at 53 West 53

Through an innovative partnership with ELLE DECOR, 53 West 53 – the striking condominium tower rising above the Museum of Modern Art in Midtown Manhattan – has unveiled a massively scaled furnished duplex penthouse designed by ELLE DECOR A-List interiors firm Fox-Nahem Associates. Comprising the entire 76th and 77th floors for an astonishing 7,973 square feet, the two-story, four-bedroom, three-and-a-half-bathroom home stands out as a truly palatial residence atop Pritzker Prize-winning architect Jean Nouvel’s 82-story tower. Penthouse 76 is priced at $63.815 million. The furnishings and artwork are also available for separate purchase, making this sprawling duplex residence the city’s most exceptional turnkey furnished residence to date.

To create a stunning New York City residence that embodies the brand’s March Art issue, ELLE DECOR worked closely with the developers of 53 West 53 – Singapore-based luxury developer Pontiac Land Group and international real estate firm Hines – to enlist a designer with international perspective who would bring a unique sense of style to the home. Joe Nahem, principal of New York-based Fox-Nahem, drew inspiration from the impressive proportions of the spaces, including the massive ceiling heights, spectacular views from every room and Thierry Despont’s bespoke finishes. Fox-Nahem carefully balanced the furnishings, fabrics, rugs, one-of-a-kind artisan pieces and museum-quality artwork from the renowned Pace Gallery to ensure the various design elements were complementary and harmonious.

Stepping off the elevator directly into the penthouse, residents are welcomed by an entry foyer that connects both sides of the lower level and, to the left, leads into Penthouse 76’s dramatic double-height great room enveloped by three walls of floor-to-ceiling windows framing panoramic Central Park views. It features an 11-foot-wide limestone-clad gas fireplace that emphasizes the room’s grand scale and is further accentuated by a towering clay installation by Peter Lane. Joe Nahem and his team selected a variety of multi-textural furnishings and accessories to create a dynamic and layered space, including a chic custom bar by Amuneal and multiple seating areas by Vladamir Kagan. Continuing from the great room, residents will find the formal corner dining room, also with stunning Central Park and eastern skyline views, that incorporates several furniture pieces including a custom dining table and chairs by Patrick Naggar, a custom pendant light by John Koga, and an art installation by Studio Hoon Kim, all with plaster as a common design element. Adjoining the dining room is the windowed custom kitchen by Thierry Despont for Molteni with statuary marble countertops, backlit backsplash, and a complete suite of appliances by Miele and Sub-Zero.

Beyond the kitchen is a generous bedroom featuring a statement Campana Brothers Grinza Bed and an en-suite bathroom. Adjacent to the bedroom is a south-facing lounge offering expansive downtown skyline views. The room is graced with a custom bar by Scavolini, luxurious seating options from Atra and a discrete office nook adorned with a textural silver-toned wall installation by Chapter & Verse. A beautifully appointed powder room completes this level, with artwork from Pace Gallery and museum-quality pieces by Louise Nevelson, Maya Lin & Zhang Huan displayed throughout the duplex.

The 77th floor boasts equally impressive design within quieter, more private spaces. The 1,300-square-foot primary suite offers panoramic views spanning north towards Central Park, south, and east; a large walk-in closet custom designed by Scavolini; and an oversized en-suite bath with south- and east-facing exposures. An additional bedroom on this level offers south- and west-facing views and a windowed en-suite bath clad in high-honed Verona limestone, while a stylish TV room and windowed library nook complete the upstairs level.

AHRI Awards LG Again for Six Consecutive Years

LG Electronics (LG) has earned the Air-Conditioning, Heating & Refrigeration Institute (AHRI) Performance Award for the sixth year in a row. The challenging-to-obtain accolade points to the consistently high quality of LG’s HVAC (heating, ventilation and air conditioning) solutions, as every model selected by AHRI for testing must pass all evaluations for three straight years for the award to be granted.

LG RECOGNIZED WITH AHRI PERFORMANCE AWARD FOR SIXTH CONSECUTIVE YEAR

AHRI is a globally-respected trade association representing the world’s HVAC, refrigeration, and water heating solution manufacturers. Established in 1953, AHRI now boasts more than 350 member companies.

To ensure the highest standard of testing, the majority of AHRI Performance Award evaluations are conducted by Intertek, one of the world’s most trusted third-party standards, certification and testing organizations. Intertek runs a comprehensive battery of assessments on the selected products to determine if the actual performance is consistent with the specifications listed by the manufacturer.

Representing seven product categories – including, for the first time, Energy Recovery Ventilators (ERV) – all 67 LG HVAC solutions submitted for testing passed AHRI’s rigorous evaluations for the third year in a row (2020 to 2022). In addition to LG’s ERV, the models evaluated belong to the following HVAC categories: Variable Refrigerant Flow (VRF), Unitary Small Heat Pump (USHP), Water-Cooled Chillers (WCLL), Air-Cooled Chillers (ACCL), Room Fan Coil (RFC) air conditioners and Packaged Terminal Heat Pumps (PTHP).

One of the LG products evaluated for the AHRI Performance Award, the LG Multi V large-capacity outdoor unit employs the company’s proprietary Ultimate Inverter Compressor to deliver a strong, energy efficient performance. Popular with customers worldwide, especially those in Northern Hemisphere countries where winters can be particularly cold, LG’s flagship VRF system is able to provide dependable heating operation in temperatures as low as negative-30 degrees Celsius (negative-22 degrees Fahrenheit).

Also tested was the air-cooled Inverter Scroll Chiller, which leverages LG’s advanced inverter technology to obtain a high level of operational efficiency. In addition to impressive performance, the chiller has a compact design that takes up less space than other models in its class, affording customers greater installation flexibility.

Earning the award for the first time, LG’s ERV solution replaces still and stagnant indoor air with clean filtered air from outside and is equipped with a heat exchanger that significantly decreases hot air loss while also helping to reduce heating and cooling costs. Moreover, when connected with a system air conditioner, it manages energy consumption and indoor air quality to ensure optimal comfort and efficient operation.
