Statistics show that more Singaporeans are seeking smart and environmentally friendly home solutions. According to one survey, 77% of Singaporeans prefer to dwell in green buildings. Another survey found that 58% of Singaporeans are willing to pay a premium for an environmentally sustainable home. City Energy said that the market potential for gas-powered appliances in Singapore continues to grow steadily, with about 10,000 to 12,000 new private housing units expected to use piped town gas this year.
Besides the smart appliances, Go by City Energy (Go), an electric vehicle (EV) charging solution provided as a service by City Energy, will deploy three charging points at the development for EV drivers. Blossoms by the Park joins more than 25 new private condominiums to be fitted with Go’s EV charging services. Singapore’s construction sector is showing signs of strength and stability into 2023, having risen 10 percent year on year in the fourth quarter of 2022 following an 8.1 percent growth in the third quarter. Greater investment in collaborative contracting could be key to building further on the current rate of recovery, according to Turner & Townsend’s Singapore Market Intelligence Report: April 2023.
The global professional services company expects this growth to continue, forecasting total construction demand to be between S$27bn and S$32bn in 2023. Despite challenges and uncertainties, the construction industry will likely outpace the wider economy this year.
Pent-up demand for public and private construction is one of the factors driving the success of Singapore’s construction sector. The bulk of anticipated construction work in 2023 is for residential, commercial, and infrastructure projects, with a robust pipeline of both public housing as well as private residential developments resulting from previous successful en-bloc transactions and government land sites sold in 2021 and 2022. Commercial construction demand is also expected to ramp up in 2023, including the redevelopment of old commercial premises to enhance asset values and the recommencement of major projects that were halted during the pandemic.
Singapore’s government has also set out refreshed infrastructure priorities, with the 2023 budget laying out a plan for some key construction and infrastructure needs that point toward a more consensus-driven approach. There are several measures broadly aimed at increasing productivity, such as the S$4 billion National Productivity Fund top-up, the new Enterprise Innovation Scheme, and the S$1 billion boost to the Singapore Global Enterprises initiative.
The local construction sector has room to grow but remains vulnerable to global challenges such as high inflation and rising interest rates. This uncertainty has resulted in construction costs remaining high despite a year-on-year decrease in prices for steel bars (13.9 percent) and concreting sand (1.7 percent), holding back a rebound in other types of construction projects. While the industry’s performance is steady, it has the potential for further growth if major players can take tangible steps to overcome the challenges and if delayed projects resume.
Considered together, these factors call for more investment in collaborative contracting. This inclusive approach, advocated by Turner & Townsend and other industry players, creates value through closer consultation among stakeholders and has the potential to re-energise Singapore’s built environment beyond its current rate of recovery. Implementing collaborative contracting practices takes time and requires trust from all parties from the start. Singapore’s government is already encouraging this, with the Building and Construction Authority recently refreshing the Built Environment Industry Transformation Map (ITM) to combine the previous Construction and Real Estate (Facilities Management) ITMs into a single map focusing on a value-chain approach.

Procore Technologies, Inc., a leading global provider of construction management software, and the Philippine Constructors Association Inc. (PCA), have signed a Memorandum of Understanding (MOU) to launch a PCA Digital Transformation Program in the Philippines. This partnership aims to extend the network of technically-skilled professionals in the construction industry and is expected to upskill up to 150 PCA members in using Procore’s construction management software in 2023.
“The construction industry is slow in keeping up with the advancement of technology – not for the lack of technology solutions, but rather a skills gap in using the technology. Providing the necessary tools and training is critical in moving the entire industry forward into a more productive, efficient and safe environment to work in. According to the Procore How We Build Now 2022 benchmark report, construction firms in the Philippines understand that digital transformation is vital to overcome challenges in the industry, ranging from the increasing cost of raw materials and equipment, and maintaining safety, to improved productivity and staff management. In fact, the survey found that Filipino construction professionals recognise the benefits of construction technology, in particular the reliance on human labour (55%), the ability to handle more projects (54%), and resource efficiency through less rework (53%).
To kickstart the PCA Digital Transformation Program, PCA identified nine individuals from its partners and member firms who will first be trained by a Procore strategic product consultant on the Procore platform. Following the training, these selected PCA members will then be qualified to serve as trainers that will lead technical workshops for the rest of the PCA members. PCA members will receive complimentary access to the Procore account and will undergo technical workshops on project management, quality and safety and more. Upon concluding the workshops, the members will complete online certification courses which validate their knowledge and expertise in using the Procore construction management platform.

The essence of the project lies in maximising the breathtaking views for all of the rooms. By allocating the majority of rooms towards the orientation of the vast islands while the rest of them look towards the serene bay and majestic mountains, the project creates panoramic vistas for every room. The building mass has been strategically cut into slightly cascading vertical columns, allowing more room for unobstructed views of Ha Long Bay. The development also enjoys a strategic location that ensures high visibility from the city and the bay and marks the development as an iconic centrepiece in the area.
The third edition of Southeast Asia’s flagship geospatial and location intelligence technology trade event, Geo Connect Asia (GCA), successfully concluded its two-day run on the 16th March 2023 at the Marina Bay Sands Expo & Convention Centre in Singapore. GCA 2023, co-located with the first edition of Drones Asia and held in conjunction with Digital Construction Asia 2023, hosted in-person 2,494 visitors from 53 countries; 24.5% of the visitors attended from outside Singapore.

At the opening ceremony, SMS Khor witnessed the signing of a Memorandum of Understanding (MoU) between the Singapore Land Authority (SLA) and the Container Depot and Logistics Association (Singapore) to use geospatial data to route heavy vehicles more efficiently and safely. An Intent of Collaboration was also signed between SLA and the General Authority for Survey and Geospatial Information of the Kingdom of Saudi Arabia for both countries to exchange knowledge and experiences regarding the use of geospatial technology. In addition, SLA announced a pilot project with SG Enable and Gardens by the Bay to map barrier-free routes for wheelchair users.

DPR was awarded the contract to fit out 5,000-sq.-m. of existing space for Curtin Singapore. This is a Singapore-based campus for Australia’s Curtin University.
The challenge for DPR was the project deadline which was only 114 days away from completion. This was compounded by the fact that many project stakeholders were based nearly 2,500 miles away in Australia. Therefore, keeping alignment among project partners was a key challenge to the schedule.
Richard Kimber, DPR’s managing director for Singapore and Southeast Asia, said: “For this project, time and information sharing were key challenges. We also faced supply chain issues as well. Managing any issues that came up with providing progress reports in a timely way was vital to the completion of the project”.
The solution to the project by DPR was using a tool at hand in a new way: the use of Matterport to capture immersive 3D models of the space in real-time as the project progressed.
Mr Sean Hillier who led the DPR’s project team, said: “Matterport is a tool we have used in a variety of applications for 3D modelling as part of our virtual design and construction efforts. It was designed to do that and we thought may be this can be applied to solve our communication challenge”.
The team provided 3D scans of the space as weekly visual updates to keep remote customer stakeholders informed on progress throughout the project. Stakeholders from the school as well as from Navitas which is a leading global education provider, could virtually walk the spaces with DPR’s team nearly in real-time, as opposed to a 1-2 day lag time with a more traditional approach. This also means faster discussion of design and or operational challenges arising from Covid-19 as well incorporation of systems to support hybrid teaching platforms.

Mr Hillier added: “The scans allowed the clients’ remote stakeholders, many of whom are unable to visualize layouts from design plans, to view controllable walkthroughs and provide spatial awareness, in order to better understand and implement the project if needed. This also enabled operational and construction changes within the earliest possible timeframe”.
The client felt much more informed about how the project was progressing and was able to bring even more stakeholders to the table to have input that would be normally feasible. This is especially notable as virtual design and construction (VDC) tools are not yet widely adopted in Singapore especially for interior projects.
Mr Kimber commented: “We are pleased that the project was completed on schedule and under budget. The creative use of VDC tools is instrumental in any construction project type and this project has proven it”.
DPR’s scope of work for this project included advanced mechanical and structural works (internal stairs and slab opening), partition, ceiling and floors, floor finishes, joinery, loose furniture signage, AV and teaching aid technology, and associated MEP works. All of it will support a new space spread across three floors in an existing building that includes classrooms, office space, a seminar room, a library, collaboration spaces, IT labs and nursing labs. DPR’s team worked nearly 70,000 worker hours over the course of the project without incident.

LG Electronics (LG) has earned the Air-Conditioning, Heating & Refrigeration Institute (AHRI) Performance Award for the sixth year in a row. The challenging-to-obtain accolade points to the consistently high quality of LG’s HVAC (heating, ventilation and air conditioning) solutions, as every model selected by AHRI for testing must pass all evaluations for three straight years for the award to be granted.
AHRI is a globally-respected trade association representing the world’s HVAC, refrigeration, and water heating solution manufacturers. Established in 1953, AHRI now boasts more than 350 member companies.
To ensure the highest standard of testing, the majority of AHRI Performance Award evaluations are conducted by Intertek, one of the world’s most trusted third-party standards, certification and testing organizations.
